Carpal Tunnel Syndrome - Dr Davis' Back & Wrist Pain Blog
We have been providing treatment for carpal tunnel syndrome in San Francisco for over 20 years.
Carpal Tunnel Syndrome (CTS) is a condition characterized by pain, numbness and/or tingling in the hand. This includes the palm and the 2nd, 3rd, and half of the 4th finger, usually sparing the thumb. Another indication of CTS is weakness in grip strength such as difficulty opening a jar to even holding a coffee cup. CTS can occur from many different causes, the most common being repetitive motion injuries such as assembly line or typing/computing work. Here is a PARTIAL list of potential causes of CTS: heredity (a small sized tunnel), aging (>50 years old), rheumatoid arthritis, pregnancy, hypothyroid, birth control pill use, trauma to the wrist (especially colles fractures), diabetes mellitus, acromegaly, the use of corticosteroids, tumors (benign or malignant), obesity (BMI>29 are 2.5 more likely), double crush (pinching of the nerve in more than 1 place such as the neck and the carpal tunnel), heterozygous mutations in a gene (associated with Charcot-Marie-Tooth), Parvovirus b19, and others. Again, repetitive trauma is still the most common cause. It becomes quite clear that a COMPLETE physical examination must be conducted, not just evaluation of the wrist! Once the cause(s) of CTS has been nailed down, then treatment options can be considered.
??????????? From a treatment perspective, we?ve previously discussed what chiropractors typically do for CTS (spinal and extremity joint manipulation, muscle/soft tissue mobilization, physical therapy modalities such as deep tissue laser, the use of a wrist splint ? especially at night, work task modifications, wrist/hand/arm/neck exercises, vitamin B6, and more). But, what about using other ?alternative? or non-medical approaches, especially those that can be done with chiropractic treatment? Here is a list of four alternative or complementary treatment options:
- Anti-inflammatory Goals: Reducing systemic inflammation reduces overall pressure on the median nerve that travels through the limited space within the carpal tunnel at the wrist. An ?anti-inflammatory diet? such a Mediterranean diet, gluten-free diet, paleo-diet (also referred to as the caveman diet) can also help. Herbs that can helps include arnica, bromelain, white willow bark, curcumen, ginger, turmeric, boswellia, and vitamins such as bioflavinoids, Vitamin B6 (and other B vitamins such as B1 and B12), vitamin C, and also omega 3 fatty acids.
- Acupuncture: Inserting very thin needles into specific acupuncture points both near the wrist and further away can unblock energy channels (called meridians), improve energy flow, release natural pain reducing chemicals (endorphins and enkephlins), promote circulation and balance the nervous system. For CTS, the acupuncture points are located on the wrist, arm, thumb, hand, neck, upper back and leg. The number of sessions varies, dependant on how long the CTS has been present, the person?s overall health, and the severity of CTS.
- Laser acupuncture: The use of a low level (or ?cold? laser) or a class IV pulsed laser over the same acupuncture points as mentioned above can have very similar beneficial effects (without needles)! One particular study of 36 subjects with CTS for an average of 24 months included 14 patients who had 1-2 prior surgeries for CTS with poor post-surgical results. Even in that group, improvement was reported after 3 laser treatments per week for 4-5 weeks! In total, 33 of the 36 subjects reported 50-100% relief. These benefits were reportedly long-term as follow-up at 1-2 years later showed only 2 out of 23 subjects had pain that returned and subsequent laser treatment was again successful within several weeks.
- Acupressure: Acupuncture point stimulation with manual pressure. These points can be self-stimulated by the CTS sufferer multiple times a day via deep rubbing techniques.

Experts: Mayas prophesized, but not end of world

MEXICO CITY (AP) ? As the clock winds down to Dec. 21, experts on the Mayan calendar have been racing to convince people that the Mayas didn't predict an apocalypse for the end of this year.
Some experts are now saying the Mayas may indeed have made prophecies, just not about the end of the world.
Archaeologists, anthropologists and other experts met Friday in the southern Mexico city of Merida to discuss the implications of the Mayan Long Count calendar, which is made up of 394-year periods called baktuns.
Experts estimate the system starts counting at 3114 B.C., and will have run through 13 baktuns, or 5,125 years, around Dec. 21. Experts say 13 was a significant number for the Mayans, and the end of that cycle would be a milestone ? but not an end.
Fears that the calendar does point to the end have circulated in recent years. People in that camp believe the Maya may have been privy to impending astronomical disasters that would coincide with 2012, ranging from explosive storms on the surface of the sun that could knock out power grids to a galactic alignment that could trigger a reversal in Earth's magnetic field.
Mexican government archaeologist Alfredo Barrera said Friday that the Mayas did prophesize, but perhaps about more humdrum events like droughts or disease outbreaks.
"The Mayas did make prophecies, but not in a fatalistic sense, but rather about events that, in their cyclical conception of history, could be repeated in the future," said Barrera, of the National Institute of Anthropology and History.
Experts stressed that the ancient Mayas, whose "classic" culture of writing, astronomy and temple complexes flourished from A.D. 300 to 900, were extremely interested in future events, far beyond Dec. 21.
"There are many ancient Maya monuments that discuss events far into the future from now," wrote Geoffrey Braswell, an anthropologist at the University of California, San Diego. "The ancient Maya clearly believed things would happen far into the future from now."
"The king of Palenque, K'inich Hanaab Pakal, believed he would return to the Earth a couple of thousand years from now in the future," Braswell wrote in an email to The Associated Press. "Moreover, other monuments discuss events even before the creation in 3114 B.C."
Only a couple of references to the 2012 date equivalency have been found carved in stone at Mayan sites, and neither refers to an apocalypse, experts say.
Such apocalyptic visions have been common for more than 1,000 years in Western, Christian thinking, and are not native to Mayan thought.
"This is thinking that, in truth, has nothing to do with Mayan culture," said Alexander Voss, an anthropologist at the University Of Quintana Roo, a state on Mexico's Caribbean coast. "This thing about looking for end-times is not something that comes from Mayan culture."
Braswell compared the Mayan calendar, with its system of cycles within cycles, to the series of synchronized wheels contained in old, analogue car odometers.
"The Maya long count system is like a car odometer," Braswell wrote. "My first car (odometer) only had six wheels so it went up to 99,999.9 miles. That didn't mean the car would explode after reaching 100,000 miles."

A contentious Unionist parade passed a Catholic church in Belfast went off without incident, but residents have accused the marchers of breaking rules.
More than 2,000 Orangemen from north Belfast lodges were surrounded by a heavy police presence as they marched towards City Hall to take part in a massive loyal order parade to mark the centenary of the signing of the pro-Union Ulster Covenant.
An estimated 30,000 marchers are taking part in the Orange Order march - from the City Hall to the grounds of the Northern Ireland Assembly at Stormont in east Belfast.
Unionists agreed with the Parades Commission to play only hymns along Donegall Street - from the Carrick Hill junction to Royal Avenue - as they passed St Patrick's Church near the city centre.
Locals had requested that no music be played outside the church.
The place of worship has been the scene of disorder at points during the summer after a band was accused of playing sectarian music outside it on July 12.
Protesters and residents claimed the bands breached the rules set by the Parades Commission by playing the most famous Unionist anthem - The Sash - before reaching the end of the stretch.
Carrick Hill Residents Association chairman Frank Dempsey said they had flouted the rules.
"That determination has been smashed," said Mr Dempsey.
"Some of the bands, yes, they did stick by it, there's no problem there. But a number of them bands broke that."
The local man insisted he was not nitpicking over the rules set by the commission.
"You saw the way they danced there with the drum and that's supposed to be a hymn," he said.
But, Father Michael Sheehan, administrator of St Patrick's, said while some of the bands beat their drums exuberantly, he believed they showed respect during the 20-minute march outside the church.
He insisted the talks with the Parades Commission had been fruitful, saying continued dialogue was needed to avoid future trouble.
"They marched with dignity down the road," added Fr Sheehan.
"I think a degree of respect was shown that hasn't been shown before."
Lodges including the Pride of Ardoyne and Pride of the Shore played Abide With Me and Onward Christian Soldiers, as spectators looked on.
Police were on high alert, with up to 50 Land Rovers stationed along the flashpoint at St Patrick's.
The massive parade will finish at Stormont with a cultural festival held to commemorate the 1912 proclamation against plans for Home Rule in Ireland.
Other contentious sections of the participants' journeys to and from the main meeting point at Stormont will also be monitored by police.
The commission has also placed the sacred music restriction on those bands that will pass St Matthew's Catholic Church in Newtownards Road close to Stormont.
Politicians from across the political divide have appealed for calm at the event which is set to be one of the biggest loyal order parades seen in Belfast.

No Voter ID will be required in the November elections in Wisconsin.
The state Supreme Court on Thursday declined - for now - to take up lower court orders blocking Wisconsin's voter ID law, the latest sign the law likely will not be in place for the Nov. 6 presidential election.So we're "safe" for November, but the State Supreme Court has indicated that they may take up the issue in the future once there are rulings in all the cases that have been filed against the Voter ID Law.
As I posted back in August, JD Van Hollen, Wisconsins Republican State Attorney General, again asked the State Supreme Court to revisit their earlier refusal to hear the Voter ID case. ?However, instead of shutting the door on hearing the case as they did last time, this time the door has been left open for future review.
This comes on the heels of Reince Priebus, Party Leader and Republican Troll, announcing his plans to again buy Wisconsin elections using the "tools of the trade" they used in 2010 and in the 2012 recall elections: ?money and outside groups harrassing voters.
Touting their ability to win on the ground with volunteers going door to door and over the air with a boost in television ad spending, Republican leaders said Thursday they have revved up an aggressive campaign to claim the state in the fall for Mitt Romney and Paul Ryan.They're ready to "buy" Wisconsin. ?"The commitment to you all is we're going to see Wisconsin through to the end," Reince Priebus, chairman of the Republican National Committee, said during a conference call with volunteers.
Priebus, the former head of the state GOP, added that he had just approved a $4 million television ad buy for Wisconsin and several other states.
"We're ready to win in Wisconsin," said Gov. Scott Walker.

Calif. bans Facebook snooping by employers

SACRAMENTO???Californians who use social media like Twitter and Facebook have a little more privacy protection from employers or universities who may want access to usernames or passwords after the governor signed two bills into law on Thursday.
Job applicants and employees will have protection from employers who demand their login credentials to social media platforms or personal e-mail accounts, according to one of the bills, authored by Assembly member Nora Campos, a Democrat from San Jose.
Employers are barred from firing or disciplining those who refuse to give up any information related to their social media accounts.
"The Golden State is pioneering the social media revolution and these laws will protect all Californians from unwarranted invasions of their personal social media accounts," Gov. Jerry Brown said in a statement released after he shared the news on Twitter, Facebook, and other social media accounts.

Brown also signed a similar bill by state Sen. Leland Yee, a Democrat from San Francisco, prohibiting colleges or universities from demanding user names, passwords, or other identifying information from students, prospective students and student groups.
That bill, according to Brown's office, came in response to a "growing trend" of schools "snooping into student social media accounts, particularly those of student athletes."
Both laws go into effect on Jan. 1.?

Microfluidic device: Hundreds of biochemical analyses on a single chip
ScienceDaily (Sep. 24, 2012) ? Scientists at Ecole Polytechnique F?d?rale de Lausanne and the University of Geneva have developed a microfluidic device smaller than a domino that can simultaneously measure up to 768 biomolecular interactions.
Inside our cells, molecules are constantly binding and separating from one another. It's this game of constant flux that drives gene expression asides essentially every other biological process.
Understanding the specific details of how these interactions take place is thus crucial to our overall understanding of the fundamental mechanisms of living organisms. There are millions of possible combinations of molecules, however; determining all of them would be a Herculean task. Various tools have been developed to measure the degree of affinity between a strand of DNA and its transcription factor. They provide an indication of the strength of the affinity between them.
"Commercial" devices, however, have one main drawback: many preliminary manipulations are necessary before an experiment can be carried out, and even then, the experiment can only focus on a dozen interactions at a time.
Microns-wide channels
As part of his doctoral research at the California Institute of Technology (Caltech), Sebastian Maerkl designed a device that he named "MITOMI" -- a small device containing hundreds of microfluidic channels equipped with pneumatic valves. This week Maerkl, who is now an assistant professor in EPFL's Bioengineering Institute, is publishing an article describing the next step in the evolution of the device in Proceedings of the National Academy of Sciences (PNAS). The new version, "k-MITOMI," was developed in the context of the SystemsX.ch RTD DynamiX in cooperation with the University of Geneva.
This microfluidic device has 768 chambers, each one with a valve that allows DNA and transcription factors to interact in a very carefully controlled manner. "In traditional methods, we generally manage to determine if an interaction takes place or not, and then we restart the experiment with another gene or another transcription factor," Maerkl explains. "Our device goes much further, because it allows us to measure the affinity and kinetics of the interaction."
The strength of the device lies in a sort of "push-button" in its microreactors. A protein substrate is immobilized on the device; above it circulates a solution containing DNA moelcules. The push-button is activated at regular intervals of a few milliseconds, trapping protein-DNA complexes that form on the surface of the device. "Then we close the lid, and fluorescence reveals the exact number of bound molecules," explains Maerkl. "We can also observe how long these molecules remain bound."
In addition to providing quantitative kinetic information, the k-MITOMI device can work in a "massively parallel" manner. Each of the 768 independent chambers can simultaneously analyze different molecule pairs. It can also be used to synthesize proteins in vitro, with a massive reduction in time and number of manipulations compared to the traditional method, which involves producing proteins inside a living organism such as a bacterium, purifying, and putting them in contact with the genes to be studied.
"The number of protein-protein and protein-DNA interactions that remain to be characterized is phenomenal. Our device not only allows us to accelerate the acquisition of this information, which is crucial to our understanding of living organisms, but it also meets a need for the production of specific proteins," adds Maerkl.

JARONU, Cuba (AP) ? Cuba's signature industry is showing signs of life two years after the worst harvest in more than a century.
Hulking processing plants are coming back online and production is rising, a boon to rural towns like Jaronu where producing sugar has been a way of life for generations.
Officials recently said that the harvest is expected to increase by 20 percent in the coming season after jumps of 7 percent and 16 percent in the last two harvests.
At the Brasil refinery in the steamy central province of Camaguey, a $6 million makeover is under way. During a recent visit, bulldozers were busy re-grading the floor, operators were laying foundations for new machinery and workers buzzed about, hammering and welding amid a deafening mechanic roar and a pervasive oily odor.
"I've never seen as much money being spent here as there is now," said Alodia Campo, a 54-year-old plant engineer and among the few employees still remaining from the Brasil's glory days.
With world market prices rebounding, sugar is suddenly more profitable, and a radical reorganization of the sector could offer a blueprint for how to lift the rest of the island's inefficient command economy.
"The Cuban sugar industry is tied to the culture, history and identity of this country," said Liobel Perez, spokesman for Azcuba, the largely autonomous state-run company that replaced the Sugar Ministry in late 2011. "Sugarcane will not define Cuba's future, but it will have to be a part of it."
Just two years ago, the sugar industry was on its knees.
The sugar minister had been sacked. State-run newspapers lambasted rampant inefficiency and thousands of workers were moved to other sectors. Eventually, the powerful Sugar Ministry itself was eliminated.
Even with the current reorganization, sugar revenues are far outpaced by sectors such as tourism and nickel mining.
Last year, sugar earnings were $333 million, while nickel brought in $1.25 billion, according to a study compiled by Rafael Romeu, a U.S.-based economist and former president of the Association for the Study of the Cuban Economy. Tourism brought in $2.5 billion in revenue in 2011, according to government figures.
President Raul Castro created Azcuba as part of his effort to stimulate the farm sector and streamline a fossilized Marxist economy that even he says doesn't work anymore.
Unlike virtually every other part of the state-dominated economy, Azcuba gets to keep 65 percent of its revenues and make decisions about reinvesting without having to ask permission from the central government.
At the Brasil refinery, the mammoth rust-covered sheds installed by American Sugar Refining Co., which launched the plant in 1921, still stand. Although surrounded by the twisted carcasses of machinery ripped out of the structures, the Brasil is expected to be ready for the upcoming annual harvest and start milling cane by February.
That would have seemed an unlikely prospect during most of the last decade. The plant mostly sat idle or was intermittently used as a grain depot, with only 50 employees remaining from a workforce that once numbered 500.
The refinery came back online briefly in 2008, only to be shuttered after two years because it was so inefficient.
The Brasil's near-demise mirrors sugar's decline from the times when it accounted for 80 percent of Cuba's export income, principally from the nearby U.S. market before relations between the two countries soured in the 1960s.
The crop fueled Cuba's rum industry and permeated popular culture. Iconic singer Celia Cruz was famed for interjecting cries of "Azucar!" ("sugar") in her songs.
Over the decades since Cuba's 1959 revolution, bureaucratic mismanagement created a slow-growing crisis that exploded in 2002, said Arturo Lopez-Levy, a Cuban economist at the University of Denver. At that time, sugar sold for just 6 cents a pound on world markets.
Cuban officials mothballed much of the industry, shuttering 100 of the island's 156 refineries and converting some 3 million acres (1.2 million hectares) of cane fields to other crops.
Production plummeted. From a peak of approximately 8 million tons in 1989, sugar output hit a 105-year-low of 1.1 million in 2010.
It was a black eye for a country where Fidel Castro once sent brigades of soldiers, students, homemakers and bureaucrats from the cities to the countryside in an ill-fated drive to reap 10 million tons of cane.
Each year, the government welcomed foreign sympathizers to visit Cuba and cut cane in solidarity with the socialist revolution.
A restructuring that began in 2002 saw thousands of people lose their jobs, though they were offered employment in other agricultural sectors or job retraining programs.
Now with sugar topping 20 cents a pound worldwide, Cuba is newly motivated to revive the industry and stimulate production.
Authorities have begun overhauling the Brasil and other mills, paying farmers more for cane and handing over fallow land to private growers and agro-cooperatives. As with other sectors of the economy, efficiency is the buzzword, and officials hope Azcuba will be more nimble than the ponderous Sugar Ministry.
Wilson Morell, vice president of Azcuba, set a goal of returning to 4 million tons per year by modernizing the 56 refineries still online, though he did not set a date. That would achieve half of Cuba's historical peak output with about a third of the facilities.
Cuba acknowledges it still must address issues such as installing modern irrigation systems, improving the supply chain and guaranteeing quality of cane sent to the mills. Foreign investment in the sector is nonexistent, though Morell and Perez said negotiations are under way on possible British investment in a bioelectrical plant at one refinery.
Lopez-Levy, whose father was an engineer in the industry, applauded measures such as Azcuba's financial independence. But he cautioned that it's too early to brag about a major comeback, saying it remains to be seen whether the sector can overcome the stubborn bureaucratic mindset that has long plagued Cuba.
"After so many disasters, a measure of skepticism is realistic," the economist said.

Texas inmate prepares for 3rd trip to death house
LIVINGSTON, Texas?? What Cleve Foster remembers most about his recent brushes with death is the steel door, the last one condemned Texas inmates typically walk through before their execution.
"You can't take your eyes off that door," he says.
But twice over the past year and a half, Foster has come within moments of being escorted through the door, only to be told the U.S. Supreme Court had halted his scheduled punishment.
On Tuesday, Foster, 48, is scheduled for yet another trip to the death house for participating in the abduction and slaying of a 30-year-old Sudanese woman, Nyaneur Pal, a decade ago near Fort Worth.
It takes just under an hour to drive west from the Texas Department of Criminal Justice Polunsky Unit, where the state's male death-row inmates are housed, to the Huntsville Unit, where condemned Texas prisoners have been put to death for nearly a century. The last 485 have been by lethal injection; the first 361, from 1924 through 1964, from the electric chair.
On execution day, the condemned inmate waits, usually for about four hours, in a tiny cell a few steps from the steel door to the death chamber.
Foster, a former Army recruiter known to his death row colleagues as "Sarge," denies his role in the murder. Prosecutors say DNA ties him to the killing and that he gave contradictory stories when questioned about Pal's death.
"I did not do it," he insisted recently from a tiny visiting cage outside death row.
Appeals again were pending in the courts, focusing on what his lawyers argued was poor legal help both at his 2004 trial in Fort Worth and by attorneys early in the appeals process. Similar appeals resulted in the three previous reprieves the courts subsequently have lifted, but his lawyers argue his case should get another look because the legal landscape has changed in death penalty cases.
"I don't want to sound vain, but I have confidence in my attorney and confidence in my God," he said. "I can win either way."
Pal's relatives haven't spoken publicly about their experiences of going to the prison to watch Foster die, only to be told the punishment has been delayed. An uncle previously on the witness list didn't return a phone call Friday from The Associated Press.

Foster, however, shared his thoughts of going through the mechanics of facing execution in Texas ? and living to talk about it.
The process shifts into high gear at noon on the scheduled execution day when a four-hour-long visit with friends or relatives ends at the Polunsky Unit outside Livingston.
"That last visit, that's the only thing that bothers me," he said. "The 12 o'clock-hour hits. A dozen or so guards come to escort you."
By Foster's count, it's 111 steps to the prison gate and an area known as the box cage. That's where he's secured to a chair for electronic scrutiny to detect whether he has any metal objects hidden on his body.
It's the legacy of inmate Ponchai Wilkerson. Wilkerson, asked by the warden if he had a final statement after he was strapped to the death chamber gurney for execution in 2000, defiantly spit out a handcuff key he'd concealed in his mouth.
"You're in handcuffs, you're chained at the ankles, they give you cloth shoes and you have to shuffle to keep them on," he said.
As he waddles the 111 steps, he gets acknowledgement from fellow prisoners who tap on the glass of their cells.
At the prison gate, armed officers stand by as he's put in a van and secured to a seat for the roughly 45-mile trip to Huntsville that he says feels like a "90-mph drive." There are no side windows in the back of the van where Foster, accompanied by four officers, rides to the oldest prison in Texas. Only the back doors have windows.
"It's like stepping back in time, dungeons and dragons," he said of entering through two gates at the back of the Huntsville Unit, more commonly known as the Walls Unit because of its 20-foot-high red brick walls.
Prison officials then hustle him into the cell area adjacent to the death chamber.
"Going inside, it's a little spooky. You can tell it's been there a while," he said. "Everything's polished, but still it's real old. You look down the row. History just screams at you.
"It's almost like 'Hotel California,'" he said, referring to the song by The Eagles. "You can check out anytime, but you can't leave."
Both times he's been there, most recently last September, he's been treated "like a human being," Foster said. Officers look at him but don't smile, he said.
At one point, he saw someone walk by with a bulging envelope that he assumed contained the lethal injection drugs.
At 4 p.m., during his first trip to the death house in January 2011, he was served a final meal. He'd asked for several items, including chicken.
"It tasted so good," he said. "It actually had seasoning on it."
Two hours later, at the start of a six-hour window when his execution could be carried out, he received the Supreme Court reprieve.
Since then, inmates no longer get to make a final meal request. Procedures were changed after a state lawmaker complained that condemned inmates were taking advantage of the opportunity and that murder victims never get that chance.
Foster was looking forward to nachos and chicken, the same food served to other inmates the day last year that he made his second trip to the death house, but he never received it. Instead, his attorney tearfully brought him news of another Supreme Court reprieve just before dinner time.
He asked for a doggie bag but was refused. He was put back in the van and returned to death row.
"I've already told the chaplain: Take the phone off the hook before 4 o'clock," he said, anticipating his next trip Tuesday. "I want to get that last meal."

The 72 employees, all from Waltham Forest, graduated with GCSE-equivalent qualifications in customer service and food safety in catering on Friday, September 14 after studying for five weeks at Waltham Forest College in Forest Road, Walthamstow.
A total 420 people applied for the training programme from across the borough and were put through a vigorous selection process before the final 72 were put on the programme, all of whom were unemployed before embarking on the course.
They will begin working at the store off Larkshall Road in Highams Park when it opens on October 4.

One is short-term instability and the other is sub-par economic growth over the long-term,? Brekk stated at a briefing held at the Association of European Businesses in Moscow on Monday.

One is short-term instability and the other is sub-par economic growth over the long-term,? Brekk stated at a briefing held at the Association of European Businesses in Moscow on Monday.
Brekk explained that structural dependence on oil prices and increasing domestic inflation create short-term economic volatility in Russia. Over the long-term, limited room for increasing capital utilization and efficiency presents a significant challenge to economic growth prospects. Policymakers will therefore need to rely on alternative drivers to maintain growth rates.
Short-term tightening of fiscal and monetary policies and long-term structural reforms will strengthen growth prospects, according to the IMF?s latest Article IV Consultation on Russia ? an annual report that outlines key economic challenges and policy recommendations.
Brekk explained further that, in light of the worsening global economic crisis, Russian policymakers should move to anchor the country?s fiscal policy to more conservative estimates of global oil prices, in order to shield the Russian economy in the short-term. Recent efforts in the Duma to do so, according to Brekk, are not ambitious enough to have a positive effect on long-term economic growth, as they rely on speculative oil prices that often tend to be over-stated.
Stuart Lawson, Executive Director and Senior Advisor at Ernst & Young?s Russia and CIS division, co-chaired Monday?s briefing and stated that the Russian economy?s dependence on energy will remain, at least in the short-term. Extractive industries must be ?built-out,? and it is unrealistic to expect a move away from dependence on natural resources sectors in the next 3-5 years, according to Lawson.
Russia?s accession to the WTO might increase foreign investment in Russia and strengthen prospects for economic diversification. Still, Brekk stated that important domestic policy decisions must be made to move away from economic dependence on energy, decrease the country?s non-oil deficit, and encourage greater transparency and privatization.

Dodgers don't let Reds clinch Central

CINCINNATI (AP) - Down to his final strike, Matt Kemp gave the slumping Los Angeles Dodgers a little hope.
Kemp's two-out single with the bases loaded in the 10th inning sent the Dodgers to a 3-1 victory Friday night that improved their wild-card chances and blocked the Cincinnati Reds' first attempt to clinch the NL Central.
The Dodgers won for only the fifth time in 15 games and moved two games behind St. Louis for the final NL wild card. They also trail Milwaukee by a half-game in the wild-card race.
"We're all really happy right now," said Kemp, who had three of the Dodgers' seven hits. "But there's definitely a long way to go."
Manager Don Mattingly treated it like an elimination game, knowing the next one will be just like it. With only 11 left, Los Angeles needs a hot streak now.
"The window closes," Mattingly said before the game. "You've got less games. That's where everybody knows we're at. We're going to have to rattle off some games."
Cincinnati was trying to lock up its second division title in three years without manager Dusty Baker, still in a Chicago hospital. The 63-year-old Baker was hospitalized on Wednesday with an irregular heartbeat.
The Reds will get two more chances to clinch on Saturday. The Cardinals play in Chicago at 1:05 p.m. EDT, where a loss would give the title to the Reds at about the time their 4 p.m. game against the Dodgers is starting. It's unclear whether Baker will be able to attend.
"Of course, everyone in here and in the organization wants him to partake in this, but the reality is he's got to stay focused on getting healthy," bench coach Chris Speier said. "This is going to happen. It would be nice if he was here, but for me, the sooner the better."
Just like in 2010, when they clinched on Jay Bruce's leadoff homer in the ninth inning off Houston's Tim Byrdak for a 3-2 victory, the Reds had a chance at another last-swing celebration. This time, Bruce struck out swinging to open the ninth.
"I thought about it before the at-bat, too," Bruce said. "It was a pretty big moment in my career. I didn't forget about it. I felt like it was a playoff atmosphere, a must-win for them. They played us tough."
Finally, the Dodgers' slumping offense came through.
Los Angeles loaded the bases in the 10th off Sam LeCure (3-3), who hit Elian Herrera to open the inning. First baseman Joey Votto tried for a forceout on A.J. Ellis' sacrifice, but skipped his throw and both runners were safe. After Nick Punto's bunt, Mark Ellis walked to load the bases.
Sean Marshall fanned Andre Ethier and got ahead 0-2 in the count to Kemp, who singled to right to drive in a pair of runs.
The Dodgers have scored two or fewer runs in seven of their last 10 games, the main culprit in a losing streak that has left them trailing in the wild-card standings.
"We got that key hit that we needed," Kemp said. "We haven't been doing too well getting hits with men on base. We finally got the job done."
Ronald Belisario (8-1) pitched two perfect innings, fanning five. Brandon League worked the 10th for his fourth save in four opportunities.
Cincinnati got its first opportunity to win the NL Central after the Cubs rallied to beat the Cardinals 5-4 in 11 innings earlier Friday at Wrigley Field. That game was shown on the videoboard during batting practice and drew cheers from early arriving fans.
For Cincinnati, it was time to start preparing for a party that's on hold for at least one more day.
Cincinnati's Bronson Arroyo gave up six hits in eight innings, including a run that scored on Juan Rivera's groundout in the second. Arroyo tied it with an RBI single in the fifth off Joe Blanton, who allowed only four hits in 5 2-3 innings.
Blanton didn't sense any extra importance to the night, even though the Reds were ready to celebrate and the Dodgers were desperate for a win.
"It just felt like another game," Blanton said. "Maybe because I've been in so many, it feels like just another one."
The crowd of 35,397 kept waiting for that one finishing hit that never came.

The Multi State Cooperative Societies (Amendment) Bill, 2010 was introduced in the Lok Sabha on November 15, 2010 by the Minister of Agriculture, Consumer Affairs, Food and Public Distribution.?? The Bill amends the Multi State Cooperative Societies Act, 2002, which regulates multi-state cooperative societies i.e. cooperatives which serves the interest of members in more than one state.? This includes federal cooperative societies whose membership is available only to a cooperative society or a multi-state cooperative society and 21 national cooperative societies specified. The central government may appoint a Central Registrar of Cooperative Societies.? A multi-state cooperative society may be registered if its main object is to serve the interest of members in multiple states, its bye-laws provide for social and economic betterment of its members in accordance with the cooperative principles. The key amendments to the Act pertain to time limit for disposal of application for registration, distribution of shares, constitution of interim board, holding of elections, constitution of fund and dispute settlement.? Disposal of registration: The Act states that the Central Registrar has to dispose off an application for registration within four months.? The Bill adds that the time may be extended to five months after giving reasons in writing.? According to the Act an application shall be refused within four months. If it is not disposed within that period, the application shall be deemed to have been refused.? The Bill increased the time period to five months and adds that if an application is not disposed off within the time period, it shall be deemed to have been accepted as a member.???? Distribution of shares: The Act states that the shares of a cooperative society are redeemable by a member according to the provisions of the bye-laws.? The redemption of shares shall on face value of shares.? The Bill adds the proviso that the cooperative society may refund the share capital held by the government. The redemption of shares shall be on face value or book value of shares, whichever is higher. Constitution of interim board:? The Bill allows the Central Registrar to declare any multi-state cooperative society as sick.? The central government may, on the recommendation of the Registrar appoint an interim board for a maximum of five years.? The Central Registrar can also declare a cooperative to be viable within the five years. The board of directors before the cooperative was declared sick shall be reinstated. Elections: The Act states that elections shall be conducted by the existing board.? The Bill amends this to state that the central government may appoint a Cooperative Election Authority to conduct elections in cooperative societies to be prescribed. Constitution of Fund: The Bill states that the central government shall set up the Cooperative Rehabilitation and Reconstruction Fund.? A cooperative society shall credit 0.005% to 0.1% of its turnover to the fund, provided it does not exceed Rs 3crores per year.
Dispute settlement:? Under the Act, all disputes shall be referred to arbitration under the Arbitration and Conciliation Act, 1996.? The Bill amends it by stating that all disputes shall be referred to the Central Registrar.? If there is a question as to whether a dispute touches the constitution or management of a society, it shall be decided by the Central Registrar and shall not be questioned by the court.
